God declared that he raised up Pharaoh that he might show his power in him, and that his name would be declared throughout the earth but in the same we are told of his mercy (Romans 9:17-18).Romans 9:17-18XWaiting for response Pharaoh had many opportunities to obey God and let his people, go as successive plagues came upon Egypt, as the king of Assyria did (Jonah 3:8-10).Jonah 3:8-10XWaiting for response But he hardened his heart, and the LORD confirmed him in that state and, in the end, he perished.

We see the same missed opportunity in Judas Iscariot. God said in advance that, as a friend, he would betray Jesus (Psalms 41:9)Psalms 41:9XWaiting for response but he could have repented and changed course right up the last minute, at the last Passover with Jesus, but he continued on his reckless path, and perished.
