From the context it could be that the prophet of the Lord Micaiah is being sarcastic. If that’s the case, this would be the only recorded sarcasm in the Bible.
An alternative is that he’s talking to the King of Judah and ignoring the King of Israel, Ahab, whom he then speaks to in the following verses.
